Advancing FERC Order No. 1920 Benefit Evaluation Development and Implementation

As regional transmission planners and transmission providers prepare to implement FERC Order No. 1920, one of the most significant challenges is developing practical, defensible methodologies to quantify the benefits of long-term regional transmission investments.

Building on Electric Power Engineers and Grid Strategies’ previous work reviewing regional planning practices, this report moves beyond theory and demonstrates how the Order 1920 benefit framework can be applied using commercially available planning tools and realistic transmission planning scenarios. This report presents one of the first comprehensive demonstrations of all seven Order 1920 benefits evaluated within a single, internally consistent modeling framework. Using mock transmission projects developed on a modified MISO system, the study illustrates the methodologies, assumptions, modeling workflows, and implementation considerations required to evaluate transmission benefits across reliability, resource adequacy, production costs, losses, resilience, and capacity value. The report also explores the role of Advanced Transmission Technologies and provides practical insights into the evaluation of these technologies within long-term planning processes.
