Generator Interconnection Interim Progress Report

Released in 2024, the Generator Interconnection Scorecard, prepared for Advanced Energy United (AEU) by Grid Strategies and the Brattle Group, was the first report to evaluate each of the seven regional transmission system operators on their generator interconnection processes, providing a grade for each region across six categories.

The Generator Interconnection Interim Progress Report, released in June 2026, provides an updated review of generator interconnection processes through qualitative assessment of the progress and reform implementation currently underway. Several factors, including a large increase in interconnection requests over the past decade, the resulting queue backlogs, surging electricity demand, and the issuance of Order No. 2023 by FERC, have led the seven regions to implement significant changes to their generator interconnection practices and policies. Because the full impact of these reforms is still uncertain, this report provides an initial evaluation of recent changes rather than new letter grades.

In the last 18 months, all seven regions have made meaningful progress. Although the need for speed has only grown, so too has the solution set. This report identifies five priority reforms to support continued improvements in efficiently and expediently interconnecting new, urgently-needed resources to our grid.
